Default Are the shins a muscle or a bone?

I always thought of them as being a bone, but I have heard of people actually TRAINING their shins. I was thinking "WTF?" What is the answer to this?

Sorry if this is in the wrong place, btw.

Part of the calf comes out the front by the shin, you train your shins so that you dont get shin splints.
Shin splints happens from pounding on your legs from running and have little weak muscles in the front of your lower legg

your shins are the actual bone, but they are pretty much surrounded by all these tiny muscles with long complicated names

IMO, the shins are muscles, because the calve raises that you raise the front of your foot trains the shins. Plus, if you look at someone with general bigger calves than you, you'll see their shins are larger when flexed.
