Was it bulk CEE? The stuff I got from CNW does the same thing, and there's nothing wrong with it. You just need to break up the clumps and then it's fine.

Edit:There was only about 12 scoops left or so,lmao you don't understand I hit the container on the counter and it barely craked the powder
