is powerlifting the same as olympic lifting?

Nope. Olympic lifts like snatches, clean/jerk, etc are just different lifts than the bench/deadlift/squat combo that powerlifting revolves around.

but they just focus on different lifts

the olympic lifts are the Snatch and Clean and Jerk.

the power lifts are the squat, bench and deadlift.
